Düsseldorf, Germany is a city in Germany (although in the movie it is portrayed as a town). It is the home of Augustus Gloop, Mr. Gloop and Mrs. Gloop. It is where Gloop's Butcher Shop is situated. It is also where the first golden ticket was sent, so Augustus could find it. The way it is portrayed in the movie, it looks like it is in Bavaria, however, Düsseldorf itself is located in North Rhine-Westphalia and the town pictured in the movie as Düsseldorf is called Gengenbach and located in Baden-Württemberg. Despite this, the name Düsseldorf literally translates to "village of the Düssel" (the Düssel is a stream near the city), so it's not too far from the truth.
